Peter Williams, the former head of the hacking and surveillance technology division at U.S. defense contractor L3Harris, has been ordered to pay $10 million in restitution to his former employer. This comes on top of the $1.3 million he was already required to pay.

Williams' actions were part of one of the most significant leaks of advanced hacking tools in U.S. history. He was arrested and accused of stealing seven unspecified trade secrets, likely cyber exploits and surveillance technology, from Trenchant, a division of L3Harris that develops such tools for sale to governments and intelligence agencies.

Williams pleaded guilty and received a sentence of over seven years in prison. His legal troubles stemmed from his attempt to sell the stolen hacking tools to Operation Zero, a Russian firm acting as an exploit broker. The U.S. government considers Operation Zero 'one of the world’s most nefarious exploit brokers,' capable of using these tools to hack millions of computers and devices globally.

Williams' actions were particularly damaging because he had full access to Trenchant's internal network, allowing him to steal the tools directly from company offices. After selling them to Operation Zero, some of the stolen tools found their way into the hands of Russian government spies in Ukraine and later Chinese cybercriminals.

According to former L3Harris employees, they recognized the stolen code in cybersecurity research published by Google following investigations into cyberattacks where these tools were deployed. Williams also attempted to frame one of his own employees for the theft.
